Harper has no timescales for Great British Railways or enhancement plan

Transport secretary Mark Harper was unable to provide timescales for the Great British Railways legislation or publication of the Rail Network Enhancements Plan (RNEP) update when he appeared before the House of Commons Transport Committee on 7 December.

The creation of Great British Railways was announced in May 2021 in a White Paper known as the Williams-Shapps Plan for Rail. This followed a three-year review of the railways led by Keith Williams, a former British Airways chief executive. GBR would replace Network Rail and take on the DfT’s work on awarding train service contracts. It would bring “track and train” together and provide a “guiding mind” for the rail system, according to the White Paper.
