Goodwin calls for ‘referee’ to check on application of appraisal practice
Professor Phil Goodwin has called for an independent referee role to be put in place to ensure that transport scheme promoters properly follow the spirit of DfT appraisal advice.
“I’ve worked on TAG and its predecessors, for just about my whole career – helping to write some sections of it, arguing successfully or unsuccessfully about other sections, advising the DfT and sometimes appearing against them in court cases or public inquiries,” he told a discussion on appraisal at the Local Transport Summit.
