Policy changes and accounting arrangements delay progress on new Welsh Transport Planning approach
The CJCs came into force in April 2021 and were required to agree, by 31 January this year, budgets for 2022-23 and levies on their constituent authorities. The CJCs began to exercise their core functions on 30 June. The South East Wales CJC had aimed to start earlier but was thwarted by a number of issues around taxation, VAT and borrowing. Some of the issues are still outstanding, and CJC chief officers are interim ones until clarity is obtained.
The CJCs’ approach to RTPs will meanwhile be shaped by the RTP guidance from the Welsh Government. Given the CJCs’ long gestation period, it may seem surprising that the guidance was not ready by the time the duty for CJCs to produce RTPs in June.
