Changing passenger demand brings challenges for DfT and rail industry

Whilst both the DfT and train operators have acknowledged the significant way that rail demand has changed since 2019 and the pandemic, it is becoming clear that there is little coherence in the industry’s response, with operators amending timetables or fares in different ways to manage loadings and even providing road coaches where train capacity is insufficient.
