Dft adds carbon management update to Business case guidance
The Department for Transport has issued a new version of its Transport Business Case guidance adding the requirement for a section on carbon management in the management case, updated references to playbooks in the commercial case, and to the 2022 Green Book and section on writing a Strategic Outline Case in the commercial case.
To address carbon management, users are advised at the Strategic Outline Case stage to describe the project’s whole life carbon management approach and set carbon reduction targets against baselines and carbon management – and at the Outline Business Case stage provide a detailed and robust carbon management plan, “which reports predicted emissions against baseline values, includes credible mitigation of associated risks, and provides sufficient evidence on the project team’s overall ability to manage and reduce carbon emissions”
